Summer Term update from the SBS Finance & Business team

We hope the new term has started well and the sun is shining where you are.

Below is a quick round-up of finance & business news for your school. As ever, if you have any questions regarding any of the items please speak the Finance Service Desk on 0345 222 1551 • Option 2.

Support Staff Payscales

The unions have formally accepted the LGPS 2 year pay offer.

The key features of the pay offer are:

  • A 16% pay increase for those currently on the lowest scale point (SCP) 6, over two years.
  • A pay increase of between 15% and 4.3% for those on the current SCPs 7 – 28.
  • 4.04% increase over two years, for those above the current SCP 29, including those above SCP 49.
  • A new pay spine from 2019, with new scale points 1-43 and even 2% pay gaps between SCPs 6-28.
SBS Online contains the 2018-19 scales - check that these are applied. Remember to remove any inflationary rate points which are contained within the scales. NB - when applying an inflationary rate for 2019-20, if your school has a staffing structure which is weighted below SCP20 (Midday Supervisors, employed cleaners and kitchen staff) the impact of the increase will be significantly greater than 2%. Our SBS Finance and Business Consultants will be pleased to help you calculate this.

Budget Provision - Teachers Pensions – Employers contributions

With jungle drums speculating increases to employers contributions for Teachers Pension of up to 18-20%. We recommend that you make sure that you and your school governors are comfortable with the assumptions built into your 2018/19 academy or 2019/20 maintained school forecasts.

CFR Framework Guidance 2018-19

The updated CFR framework for 2018-19 is available on gov.uk at the following link: https://www.gov.uk/guidance/consistent-financial-reporting-framework-cfr The main change is the addition of E28b “bought -in professional services -other(PFI) which seeks to collect data on the costs of PFI to individual maintained schools. SBS Online has been updated and is ready for you to assign the relevant budget codes to the E28b reporting code. Guidance on how to do this is on your SBS Online dashboard.

Capita FMS 2018 Spring Release

Capita have issued information to support the 2018 Spring Release. Highlights include:

  • Removal of card surcharges
  • Enabling full AP Processing in supplier review
  • Updates to CFR Framework
  • National Insurance (NI) calculations for 2018/19
  • Removal of the New Reports Menu
